The FRAC initiative was developed by the Department of Homeland Security to enable the quick and secure identification of essential personnel during routine and emergency access to secure locations. Not only is it critical to understand who is on scene, but also to understand their qualifications.
In the past, ID badges were used as a flash pass, a system with multiple points of failure. FRAC is different because information is embedded in the card's chip and, during electronic validation, associated attributes from independent databases are married to display a responder's identity and skill set simultaneously. FRAC's ability to be validated electronically works in power-down, coms-out situations. No longer do incident commanders have to make a decision based on information printed on a plastic badge, or if the person is carrying the right equipment. Now decisions can be made rapidly and without question.
